I have repaired plenty of cars that would meet that criteria - most saloons have had way more spent on them than what they are worth from an insurer's viewpoint. that is the wierd/sad thing about saloons/estate compared to TR's etc.

Case in point - my late father restored a 2500S estate (bought for 2200) for +4000 quid in 1985 when it was only worth maybe 3500 finished. Thing is it lives on now in Oz better than the day it left the factory.
