It's the sellers responsibilty to deliver the goods to the buyer. If I were you I'd just ask for a refund and leave him to deal with the post office. A trip to your local CAB might be a good idea so that you do everything in the right way in case you need to take (or just threaten) legal action.
I feel for you as this a horrible position to be in...

Guys,
I bought a sealed beam from Miles that was posted on the 30th of March. He sent two and they were received well packed. They did however turn out to be no good for an MOT.
I told him but never bothered to chase him up. Ok mine was a small item but as you say you put trust in a forum member and get let down . I will be far more cautious in the future.

alan you told me that only one was no good and told me that dont worry about sending the other i still have the email i told you that if you wanted a replacement i would replace it as i had about 20 of them and still have roughly 7 left.
i have sold loads of parts to loads of people and had no hassle at all, i feel i am being accused of being dishonest in what i read so maybe its time to leave the site and shut down my account!!!! all i tried to do is help people out and i helped alot of owners out and at reasonable prices.
at the end of the day maybe i should have binned the items that way i wouldnt have any stress but i suppose thats what i get so in future i wont sell the items that way i wont be made out to be what ur accusing me of being and some of you had issues even when i advertised on here because i was not a club member i can see why alot of people dont bother andvertising on sites and why banger drivers bin there parts if this is the attitude that some have.

At the time when you were selling the parts you were not breaking any rules, which I pointed out, lots of people defended you whole heartedly, Ted was one of those and nobody has accussed you of being anything.
You then went on to advertise your saloon for sale on here which was breaking the rules and the advert was removed.
Since selling the saloon you haven't been on the forum or mentioned the estate car that you were buying before the saloon was sold. The suggestions that you were only on the forum to sell your parts (which you strongly denied at the time) may have been closer to the truth in the end.
A resolution to Ted's problem would probably go a long way to helping with all of this.

Miles....................just for example if you still had your Triumph and had ordered a windscreen from Ted and it hadn't turned up...................what would your thoughts and reactions be?.

to be honest i would rather have not had the money rather then have stress
and as for not being on this forum i read the updates and progress very regular and do i have an estate yes and also have 2 mk1 saloons to collect that have sat for the last 4yrs , just because i have not posted for a while due to issues i have had l8ly doesnt mean i dont intent to when i start my next project and i am working with ted to resolve the problem and as to were the rocker cover is, because i could have easily ignored all on here and emails from ted but i havnt have i !!!.
and as i said i could have replace the 1 light if needed so out of 20 plus people i have helped i have only had a proplem with teds item and now 1 other person that i offered a replacement so i think some of you are just here to try and wind the situation up as you have nothing better to do.
its easy delete my account and ill have nothing further to do on this site as i cant b arse with someof you people and any parts in future will be binned as for ted your welcome to carry on emailing me and i hope to sort this asap ...........sorted

It is a shame that this situation has arisen, because as I have said in the past the people on this forum share a hobby and are only too happy to help another member out.
I have been ripped off in the past, over internet sales, so I feel for Ted at loosing a not insignificant amount of money.
I understand your frustrations miles, but you could have done so much more to help resolve the situation and come accross better on the forum. I suspect the Rocker Cover will never turn up with Ted, so just hope he gets his money back.
