It would be interesting to know why the part numbers are different, mine being 850 & 851?
I am at the point now where the mechanism can be seen to expand with the drum off, with a light pedal pressure, but when it is relieved in order to fit the drum. I still have a low brake pedal.
As I have just fitted a manual trans and different pedal box I am starting to think the problem may be the shaft to the master cylinder needs extending.

The centre operating rod on the servo that locates into the cup on the inner piston of the master cylinder is threaded with a lock nut and can be rotated to extend or reduce its length iirc.... Obviously, the master cylinder would have to be pulled away from the servo, but it's only two nuts and there should be enough flex on the pipe work to get to the lock nut - that's if you have the single line system as in the UK. Tandem systems may just need a bit more jiggling of the master cylinder??
But it shouldn't need too much turning or adjustment to improve the pedal travel somewhat.

Unfortunately my books don’t cover these brake adjusters as they only on the later cars.

When you refitted the drum and then depressed the brake pedal, did you hear the adjuster clicking as the shoes expanded outwards towards the drum? If you didn't, you need to ensure they have been fitted or are working correctly. If you haven't done already, I would reconnect the handbrake cable to the lever at the drum and operate it several times - if there is any further movement for the shoes, you should again hear the adjusters clicking, making sure that the drum is free to rotate each time when you release the brake pedal and / or handbrake.
I would test the travel of the footbrake with the engine off so there is no servo assistance. If you have fitted new shoes, testing pedal travel with the engine on with servo assistance may give an impression of a spongy pedal or excessive pedal travel until the shoes have fully bedded in.

Just to add, when getting the adjusters to set themselves after fitting new shoes, it is important to disconnect the handbrake cable, usually at one rear wheel, and make sure there is no tightness in the other side. I usually pull the levers back/out to be certain. Then a few presses of the brake pedal should make them 'click' up OK.
John mentions re-connecting the handbrake pedal so maybe this was all done with it disconnected, but it is important.
