when I first got my 2000, I fitted champion n9y plugs, and sometimes in summer it would run on after a long run when turned off. ive just changed the plugs at service to ngk bp6es as they should be cooler than 5es to try to stop over run....they are worse than the champion ones! even after driving to work 10 miles, when I get there it runs on every time for about 3 seconds! do I need bp7es?

What makes you think that the plugs are the cause?
I understand that running on is usually caused by a high engine temperature (ie incorrect thermostat or the engine running too hot due to inadequate cooling), incorrect timing or an incorrect mixture, or a too high idle speed.
If the engine is correctly setup, it should not run on even with modern fuels that I believe burn at higher temperatures than our cars were designed for. I have never had any problem with running on using the standard N9Y or equivalent in my Mk1.

I've had running on issues before, especially with modern fuel. I have found that having the carbs set slightly richer helps quite a lot, probably as it cools the plugs better.

Check everything John says above. If you're getting running on in not especially hot weather I'd be suspicious there's something up. The idle speed makes quite a big difference as does the carburation.
That said I was getting running on on a hot summers day so I'm now running BP7ES on my Mk1, which seems to have just about fixed the running on that I was having and the plugs aren't fouling even in the depths of winter.

I stood behind it the other day and noticed how rich it seemed to smell, so ive booked her in for a carb balance and tune. its been nearly 2 years since the last.

Once carbs are correctly tuned and the mixture is correct, then they really shouldn't need adjusting for some considerable time. If the last tune was only done two years ago, and the mixture was correct then, I would be looking elsewhere than the carburettors. Hopefully, however, this time it will be done properly!

ive got an aftermarket rev counter which reads about 800 rpm once warm on tick over but sounds slower. might try turning it down a bit and see.

Just a thought,but is your "aftermarket"rev counter set for 6 cylinders and not 4?

tune up now done. wasn't too far out with balance, slightly rich and tick over now set at 625!! rpm. drive nice and crisp now but seems to rely on the choke for longer now but that's fine. I didn't think £60 was bad either.
