What does this button do?

I have finally trailered my 2000 Mk1 from France to Sussex and a friend is trying to get it running again after 20 years of storage. He came across a small knob below the steering column on the left, and asks what it's for. I can't remember using it, can't remember what it's for.
Can someone help out?

Pic is probably too big. You need to reduce them with a photo editor.

This is not a standard fitment. Have you got front fog lamps or rear high intensity lamps fitted? Electric fan? All you can really do is follow the wires and see where they lead to?

Thanks for your answer. The car is bog standard, as far as I can tell. No lights or electric fan.
My friend will have to figure out!

Was that fitted ex-factory? Mine is from 1969. We'll try it out as soon as the electrics are working.

A completely random guess.......... going off the position it is on the car, is it some kind of home made device to operate the water valve on the heater box? I don't think it came out of the factory like that, whatever it is!

Starter only in 'Park'

Another quick question: does the gear selector have to be in the 'Park' position for the starter to work?
