I just did a test reply (now deleted) which showed the same slow-upload problem. A forum elsewhere that I administer gives instant upload (http://bdca.org.uk/forumtwo/). Both forums run on the phpBB system and both use the same web host. In my 4+ years with that web host I've never experienced any measurable delay in uploading, and none has been reported to me.

The answer may lie in the fact that there was a recent update to phpBB, from version 3.0.12 to 3.0.13, and there was also a recommendation to update further to version 3.1.3. Perhaps there's a bug in one of those two latest versions? I haven't yet installed either; I'm still running the old 3.0.12 and will stay with it until the problem is resolved.

Alan, may I suggest that you go into the Admin Control panel to see which version the forum is running? If it's one of the later versions, the help of someone cleverer than myself is needed to identify that as the problem and to overcome it.

Meanwhile, it is easy for any submitter to delete his/her duplicate post. Just click on the X and confirm deletion.

Having tested how long it takes to get a post submitted from the time the button is clicked, it appears to vary between 23 and 29 seconds! It use to be almost instant!

It would appear that the delay on posting has been resolved, so whoever was responsible for fixing it, well done!
