The bulkhead bush isn't absolutely solid, but it is quite stiff. I don't think it needs to do a huge amount of damping however it does form the seal around the column as it goes through the bulkhead so should be a tight fit and presumably takes up some dimensional variance between cars. You probably could craft something equally effective out of plywood and Sikaflex, but the Supaflex one will last forever and is a very pretty shade of blue so will look more attractive on those many occasions when you're lying on your back in the drivers footwell....
