Sill depends on how bad it is. Advisories can vary from something that's almost rusted through to some surface rust that should probably be treated before it gets any worse. Have a good poke when you have a look. Looking at the MOT history I would be suspicious of the quality of any previous repairs...

The easiest way I've fount to drain the tank is to break the fuel line at the rubber hose where it appears at the end of the gearbox tunnel, quickly (before you get too much fuel on the drive!) connect a length of rubber hose out under the car to a jerry can by the front wheel. There is a way to gauge the integrity of the sill structure, jack the car up under the end of each sill and try opening/closing the doors. If all is well the doors will open/close properly. Taking the dash out on a Mk2 is indeed surprisingly easy (unlike Mk1 where it's welded in!).
