I had hardened valve seats fitted and I also had the distributor curve retarded more for the cam than the valve seats. The compression is also now in the 10:1 region. I ditched mine years ago. They serve no purpose apart from occasionaly trapping gravel behind them. Ditch them and save the weight.

Use the 13lb Ive used both on my MK1 didnt overheat with either just gives you a little higher boiling point with the 13lb and they are more common as well.

Yes the butterflies need slackening off and allowed to seat before fastening back up and re checking. You'll need to take the carbs off the car to do it properly.

Strombergs are good and react faster than SUs. The running on can be minimised by slowing down the tickover. Cheers Dazzer

There is a measurment for the choke cams, which for the life of me I cant remember. However Ive never used it. Sounds as though its running a little lean rather than anything to do with the choke. As an experiment half to three quarter turns on each carb and try it for a while. Easy to return to previous tune if it makes no difference. Cheers Dazzer
